It's a poor port of the PC version that only renders at 640x480 (but supports "HD" by upscaling), doesn't support widescreen, and has the SA1 title screen even though it's SADX.
It's the classic example as to why "HD" is so broken: software developers claim their product is "HD" and manage to fool millions of stupid fanboys into thinking it's "HD" when it really isn't. (The term "HD" is useless anyway. Use concrete definitions like standard Horziontal x Vertical resolutions used on PCs for years, not poorly-defined "number of lines".)
Add to this the fact that most "1080p" TVs stupidly overscan all "HD" sources, leaving you with an effective ~950 fuzzy lines, and it ecomes fairly obvious that the whole thing is broken.
